Consolidation
The state rail's clinician view and the new emotion-viz pattern had two byte-identical meter implementations. One meter language with two implementations is the drift the design kit exists to prevent, so DimensionMeter is now the canonical meter and StateRail consumes it.
Required settling what the three-tier import rule means for sibling components: same-tier imports are allowed for canonical shared primitives, recorded as a decision.
